what about a bicycle 'scrappage' scheme, similar to the car scheme, but the bikes could be restored and given to those that need and the donator could be given a lump of cash towards a new one..i say this as ive got several steel frames rusting in the loft.
Sticking them on ebay might solve your shoe problem!
