As one of the largest suppliers of dry bags, Lomo have plenty of experience when it comes to protecting your equipment. Their Dry Pannier doesn't disappoint: it's a very simple bag that will keep whatever you put in it dry. And it fits really easily to your bike too.
Made from marine-grade waterproof PVC, the Dry Pannier feels thick and durable. If you did have a small crash or drop the bag, it really isn't going to do it much damage. The PVC also means it's really easy to clean road grime off – a quick wipe brings the bag up like new. Considering these features, there's no reason to believe it shouldn't last for years.
The shape of the pannier is pretty standard. It will easily take clothes, shoes, a laptop (though be aware that the bag isn't padded) and anything else you want really. It's a decent size: 46cm high when closed, 32cm wide at the top, 24cm at the bottom, and 16cm deep, so you shouldn't struggle for space. There is only one main compartment, so you'd have to come up with your own way to keep things separate.
It's a roll-top bag, secured with clips on either side that attach to adjustable straps. This means the opening is big and items can be easily put in and removed.
When it comes to waterproofing, you have nothing to worry about really. The roll-top will stop the heaviest of rain from getting in, so no matter what the weather your belongings will remain dry and safe. The seams are 'radio frequency' (RF) welded, which means there are no stitch holes in the bag where water could enter.
The pannier has a carry handle and it's comfortable to hold. It also helps when mounting and removing the bag from the bike.
Two adjustable clips on the top of the bag can be moved left or right to fit your rack. These simply push onto the rack bars and clip into place. It also has a sideways clip on the lower portion of the bag to secure it against the rack leg lower down. Once on, it isn't going anywhere until you want it to. Lomo say it will fit most racks.
With its fluorescent fabric, the Dry Pannier has been designed to be seen. As well as providing good daytime visibility, the bag has reflective chevrons for night-time. These work really well; it really should be hard to miss this bag day or night.
So: safety, waterproofing, simplicity. At £29.99, I think this waterproof and durable pannier offers very good value.

I've been using one of these on my daily commute for about a year now, and it's a really good piece of kit. Tough, waterproof, easy to clean, and fits three different racks easily.
It rolls down to quite a compact size if you're not carrying much, but has a reasonable capacity if you're carrying more than usual. It looks like it will go on for a few more years, so for the price you can't fault it.
It's only available in high-vis, so if that's not your thing then you'll have to look elsewhere.
So road.cc now thinks that high vis = safety?
