That said, it's a nice design, it does the job it's meant to, and at £9.99 it won't break the bank. (If you're not overly struck by 'Jessica', it's just one of a number of patterns available – Zigzag and Eyes to name but two…)
Like most I've tried (bar a more upmarket, properly fleecy one from Giordana) the Lusso Jessica has a slightly loose fit; it works best when kind of bunched up within a collar, I find. You can also hoick it up over your chin/mouth/nose and keep it in place relatively well with your helmet strap. (Or, top tip for keeping your ears warm: pull it down over your face so you leave just the top of your head 'free', then pull the forward part of the opening down to reveal your face, and tuck it under your chin so you're left with it sitting balaclava-style.)
And... that's about it. Washing instructions say 40 degrees, not the usual 30, so you can chuck it in with your regular wash not just your super-sensitive sports stuff.
It's not the cheapest – for £6.99 you can buy the slightly tighter-fitting (according to George) Altura Neckwarmer. The Altura is longer too, so you definitely get more for your money. I think Lusso's designs are a little more fetching though. Feel free to disagree.
Flatlock seams top and bottom raise it above the norm, but very similar to most in other respects

Those top and bottom seams should keep it going.

Fits like all others I've used, slightly looser than the website pics suggest, despite the 15% Lycra content.

The flatlocked seams are a little rough feeling to the finger (polyester thread perhaps?), but I really haven't felt any irritation on my neck or chin. (I only felt their roughness while examining them, sitting down to write this review.)

You can buy Altura's Neckwarmer for £3 less, and you get more length (but, subjectively, not as appealing a design). A tenner is pretty typical though – and you can pay more.
How easy is the product to care for? How did it respond to being washed?
Machine wash at 40°C.

Adds a little extra warmth wherever/however you wear it (round the neck, over the head balaclava style, as a band over the ears...).

The extra little bit of warmth, and the style, and the fact that it's made in the UK.

It's '100 synthetics' and makes my hair go a bit static when I pull it on.
