With short reach shallow bars, you'll be in the drops more of the time, and you still get the opportunity to bend your arms and duck down further...
On the whole I prefer them, I think, but it's an individual choice.
Comfort is a very subjective thing, whats comfy for one isn't for another.
It's also more than just bars but an overall result of bike fit.
If you're not using the drops though you may as well buy a hybrid...
i use sorry and shallow "ergo" bars these days. The general curve of the drop
portion means i can have my hands in a selection of locations. much preferred,
if I'm honest, to just about any other shape I've tried.
Depends on the drop and reach of the bars you've got/the ones you might replace with but overall yes, it's likely to be more comfortable.
There's a lot to be said for forcing yourself to ride in the drops to adapt to it as well.
