It definitely was Doull and Lawless.
My original post was tongue in cheek, hence the smiley.
My wife also liked the Ineos kit, a lot more attractive than Sky in her opinion.
I'll refrain from the obvious lawless gag and suggest it may not have been Owain:

Herald Sun Tour was January 30th - February 3rd, that's an old article (the date on the left refers to an upcoming event not connected with the HST).
Owain has just finished Tour of California (18th May was final day so it's plausible that he's home already). Chris lives in Wigan - not sure of the last race he did, probably Tour de Yorkshire so again it's plausible that he's in Altrincham.
Either way, I'd not really care if they rode through a pedestrianised zone. They're unlikely to hit anyone or anything - same with most cyclists most of the time in places like that.
Were they deliveroo riders ?
