Driver logic: "I hate sitting in this queue of cars! There is a perfectly good bike lane right there! Let me use it!"
Logical logic: "Get on a bike and use the bike lane."
Government logic: "Bike lane has to go. We should also widen the bridge for more cars."
Outcome - you now have no choice other than to endure the gridlock.
