As drivers have been making it harder for people to breath for 75 years or so, complaining of maybe bring fined for it seems pretty rich.

I guess they'll paint double yellows, but that would kind of undermine the logic that you park (only) in a parking bay. 

I do wonder how thick some drivers are, even if this is performative to get out of the ticket.

It's the one highlighted by heavymetal handcyclist for damaging cars on pavements that are blocking the footway for wheelchair users.

A killer argument!  Not only does using the pedal in the middle (or left for autos) increase the risk of accidents, it actually increases pollution.  We should be campaigning to get ALL cars running 24/7 at "the design speed of the road" to save the planet...

Insurance too, and wasn't there something about servicing a while back? 

What a dilly of a pickle, it's as though motoring is some kind of luxury pursuit that many people who can't really afford it are trapped into.

Insurance?  Maintaining your vehicle to a certain standard?  I'm sure there wasn't anything in the Garstang guidance about that?!

It does sound like some sharks are trying to take advantage of others who are just exercising their lawful right to drive.  Making us into cash cows, they are.

Because of course we have no choice - we have to drive.  How else can you reach destinations within say 3 miles or so in a timely manner, or carry more than a couple of kilos around without working up a sweat?
