AFAIK, you can make as many transfers in your purist team as you like before the race starts (to allow for last minute team changes) and they will be shown as happening in stage 1, but not after.
I think the Purist league may be an example of the mini league scenario that I talked about above. I think the table displayed may be related to the screen you navigated to the league table from.
I've always been timed out and unable to make transfers from a purist team after a race has started and also main teams after the stage deadline has passed, and don't see why any other user can do anything different.
I think it is a wee navigation/caching type bug against the league tables only and not anything more sinister than that.
I think the one thing I have noticed is that when events are running concurrently, that the rankings (and more specifically the changes in ranking) in mini leagues don't seem to update in time.
e.g. I was 1st in my region for the Vuelta and far down in the Classics one. Each day the classics was updated it would seem to imply that since the last race, I had fallen all the way from 1st, whereas, in reality there was little to no change in my mid-table mediocrity... Likewise Iafter the vuelta's next day was processed, I'd climbed from mid table to top of the tree with a less than spectacular showing...
Looks like it is a case that that logic is not including the event in the key when calculating the ranking change functionality
And it really doesn't spoil my enjoyment of the game
i'll look into that. the way the game handles multiple competitions will be changing for next year anyway

the overall leagues will take you to the autumn classics at the moment, as that's the last race that was updated.
Look at user name Biker Groove in 401st position in Vuelta Purist league. Look at his Transfer history and you can see he made 8 transfers on Stage 18. I would estimate that more than 50% of players in that league have made transfers!
he's a premium player. he's running two teams, one of them purist. the transfers are for his other team.
That doesn't make any sense! Why is he showing 401st in the Purist League, which Team is that position representing? And.......look at the User one position below him called Gewiss Tribute Act, they made multiple transfers on Stage 1 of Vuelta but still show in the Purist League rankings.
if it says (purist), it's his purist team. you can't make transfers with that team. the game engine won't let you.
stage 1 transfers are before the race starts. you make unlimited changes up until then.
