It is quite an interesting point.
I presume taxis would have to have helmets for customers, which I suppose would be a helmet rental fee on top of the fare.
I can also see at least initially there would be more single occupancy trips, as people won't have spare helmets to give that friend from work a lift etc.
The fashion industry will probably start spewing out designer helmets no doubt. Could be worth it just to see what idiots go round in Gucci helmets.
If it saves just one life...
I just think it's interesting that the NYC mayor is suggesting compulsory helmet use by motorists in a bid to cut car use. Ok, so he's joking (sort of) but it shows he's on the ball with regard to transport issues, including cycling.
He's realised that high density cities and personal cars don't really work that well. I think it'd be a lot of fun if he did implement mandatory helmets for all car occupants - it'd spark a good few arguments about safety and hairstyles at the very least.
