http://www.tds.ch/tourdesuisse/2011/resultate.html has all classifications, shows Frank at 3:10 behind Cunego. I suspect he's picked up a 10-second time bonus somewhere that the news outlets haven't noticed, as both show him at 3:20. Possibly the sprint point at 40km in Chur, which isn't noted on cyclingnews' list of sprint placings.

Actually, he's right - 7th overall. I was relying on the cyclingnews list, which seems to be wrong - official site says 7th. Sorry Dave!
Looking at the official results it seems he was given a penalty of 10 seconds which dropped him from 7th to 9th in the overall standings?
