Go to Fantasy Cycling on the top bar of the site, then click one 'Transfers' on the left-hand list of stuff. It's usually second from the top.

Yes and no. You can switch riders as long as you don't go over budget but, you can't have more than two riders on the same team. The amount of tranfers is usually two and sometimes unlimited. The general idea of this is to cause the person playing to think several stages ahead. But usually the system doesn't allow you do pick over budget, have more than two riders from one team, and tells you when you don't have a complete team. So you get the idea. Hope this helps.
