As StuayEd said, they're free & legal but you forgo some of the navigation features of the 800.
No worries - yeah it's a good blog - worth an RRS feed or follow him on twitter as he tweets his new blog entries.

I have an Edge 800 and the simple answer is no.
I live in a town with a population of over 20,000 so as you'd imagine, it has some roads! The only roads the baseman shows anywhere near me are a motorway and a dual carriageway!
I don't really know what the point of the base maps is! However, that doesn't mean that you have to pay for the expensive Garmin maps. You can use OSM (Open Street Maps) for free and it's perfectly legal! This guiros a good one that I used to get them on my Edge:

But if you can afford £30 or £40 you can get the garmin city navigator maps for the UK preloaded on a micro SD on eBay and I'd recommend this mapset, especially if you want ALL of the navigation features available to you.
