I got an absolutely brilliant but new old stock (2009) Colnago EPS frame a few years back for £1,100. So definitely, for your money, look for a top spec frame that's a few years out of date, because a £1,000 2020 carbon frame won't be as good as a £1,000 2015 carbon frame. Hunt around, there are bargains to be had!

Always good advice to go for last years model, or even the year before that. The reality is the differences are 99% marketing fluff, but the prices are a significantly reduced.
I think we could do with more information, not just what type of riding you do but also what your current bike is. Presumably if youre buying a frameset you will be transferring the existing components over which means the new frameset will have to be similar e.g seatpost diameter, bottom bracket type / crankset, front mech mount...

Forgot to mention, My current bike and wheels are rim brake so thats what im intrested in!
It's difficult to give any real advice and most advice you will get will be based on personale bias. I think it takes expereince of riding a bike for quite a while until you really know what you want.
The first thing I would ask is what style of riding? Long touring rides, fast training rides? Pottering about?
