Make sure the shifter is in the lowest gear (small paddle clicked twice), that any inline cable adjusters are adjusted to be as short as possible and that the end of the outer cable is properly seated. That should give you enough inner cable to clamp.

under the shifter there's a black screw type thing does that twist or pull down to loosen the cable
Inline adjusters twist. Sometimes you need to lightly grip the narrower part to stop it twisting too. Turn it one way and the adjuster will extend; turn it the other and it will shorten. Be aware that turning to full extension can result in the two halves separating. No great problem but be aware. Have a look here: https://youtu.be/2zUhwdXj7wc
You may also have a barrel adjuster on the frame; again adjust this so that it is not fully extended. Screw it all the way in, and then back out 1 to 1.5 turns to give you some cable adjustment either way once the inner is secured.

Put a new cable in?
It was a brand new cable only got it out of service today
my plan was too move the derailer slightly up and then do the indexing
so I detached the cable and moved it , but then was like 1cm short from getting the cable back on then moved the derailer back to the original position and still can't get the cable back on
Really tricky job on brifters - probably not within the OP's capabilities (sorry OP)
In my experience gear cables are easier to do on brifters than brake cables, as long as your outers have been finished cleanly and it's a brand new cable. Oddly enough I have bigger issues doing gear cables on the old style straight-through style where your outers aren't under the bar tape.
Just use a brand new cable and follow Shimano's instructions. Same goes for front mech, don't be intimidated by it.
